Hello,

On open/import of CSV file I would like to see an formatting option "Always Text",
so that all fields are treated as text and *added columns are also 'Text'*.

(since 'Text' does not modify strings like '0053142' or similar)

This option already exists, you only have to set 'Fields - Column type' in
import dialog to "Text" where desired.

So INVALID

This only works for existig columns.
New created columns will destroy an input "0054351" because of "standard format"

Once CSV imported into Calc:
Format - Styles and Formatting - Cell Styles - right click Default - Modify... - Numbers - Category=Text - OK.
