This issue is *NOT* the same as #20370 which concern MS-Word only.

LibO offers since 4.1.x the ability to embed fonts in ODF:

This seems to be possible with ODF spec. "14.6 Font Face Declaration":

So fonts embedding could be implemented with a simple and safe UI with warning both legal (copyright fonts) and practical (increase the file size).
