Launch AOO, open a component and press F1.
Do it in turn for: (1) Writer, Calc, Math and (2) Draw, Impress.

Result:
(1) - Help window is immediately displayed.
(2) - not the case: F1 has to be pressed again.

Confirmed on Windows 10 and OS/2 (ArcaOS)

Not reproducible on Ubuntu.
