This file illustrates 2 problems.

1) the first section when displayed with powerpoint is 1.1<white spaces>Overall 
Programme Management.  Openoffice displays it as 0.1Overall Programme 
Management - ie no white space and the leading number is 0 not 1

2) the heading "Business review" does not have a number with powerpoint.  In 
OpenOffice it has a very curious number (0.1.0.0.0.0.1 or similar)

Outline Numbering in Writer is not capable of starting with number 1.1 in the
second level. There has always to be a first level before, else it begins with 0.1.
This means: a change in this behaviour to keep compatibility with Word-format
has to to be decided by product management.

Outline Numbering was an issue on our MS Office Filter List Meeting
for Word 97/2000/XP filter. 
It was decided to makes this at least a point in our oncoming feuture
discussion. But since we have other _real_ major things to do
(Tables!) I can't promise anything on this issue.
