I created a blank document, and clicked Show Draw Functions to display the menu 
tool bar.  

However the tool bar subsequently went away (perhaps when task switching with 
alt-tab?) and after that deprressing Show Draw Functions did not display the 
toolbar.

The only method I found to restore it was to close the openoffice window, and 
reopen the file.  this worked until the menu vanished again!

I don't understand your problem. 

Clicking in a Text hides the draw function OBJECT BAR (the one on top of the 
horizontal ruler), because its display is context sensitive. When you select a 
draw object in your text, it comes back.

If you are talking about the draw function TOOLBOX (the one popping up on the 
left hand side after holding the icon for a short time): This one needs to be 
"ripped out" to stay visible. To do so, just grab it at its top and pull it to 
the desired position. Then it gets a name header and an icon to close it.

As mentioned on the qa dev list on March 5th I will close all resolved
<wontfix/duplicate/worksforme/invalid> issues. Please see this posting for
details. First step in IssueZilla is unfortunately to set them to verified.
