In the word processor:

- Go to Tools -> Mail Merge Wizard...

- Click Next twice

- Click the "Select Different Address List..." button

- Click "Add..."

- Make sure the "All Files" filter is selected in the menu of filters

- Go to a directory containing files. No files show up, only directories. If I
select another filter, say, Text, then the text files show up. But if I select
"All Files", no files show up.

Works for me with build 9114 on both WinXP and Suse 10.2.

I assume you are talking about step 3, "Select Address List" button?
Try latest binary from www.openoffice.org and if that fails to work reopen the 
issue.
Resolving as WFM.

The Issue you raised has been marked as 'Resolved' and not updated within the
last 1 year+. I am therefore setting this issue to 'Verified' as the first step
towards Closing it. If you feel this is incorrect, please re-open the issue and
add any comments.
