I suggest that Issuezilla be enhanced to allow users to vote on an issue.  It
should only be available to registered users, and a given user should have a
limited number of votes.  Although I realize that developer time shouldn't be
exclusively allocated by user votes, it would allow users to help indicate the
frequency of a given problem.

For example, I'm experiencing a bug that has already been reported.  I don't
want to re-report the bug, since it would just get marked as a duplicate and end
up wasting someone's time.  Nevertheless, I want to indicate that the specified
bug was not just and isolated incident.

As mentioned on the qa dev list on March 5th I will close all resolved
<wontfix/duplicate/worksforme/invalid> issues. Please see this posting for
details. First step in IssueZilla is unfortunately to set them to verified.
