For certain modules (eg std2), deliver executes rmheader and linkheader. If
deliver is built from the deliver source code, deliver fails to execute rmheader
and linkheader.
The pre-built binaries of deliver for all platforms do not have this problem.

Included is a patch for tools/bootstrp/command.cxx which fixes the problem with
deliver. After applying the patch, deliver needs to be rebuilt (re-build
tools/bootstrp).

As discussed with Armin, he thought these bug were closed, he sees all of them
