It is now possible in OpenOffice to add/embed .swf files into Impress files, but
opening Powerpoint files that have .swfs embedded still does not work. They just
display as a cross.
I work for an educational software publishing company in the UK and we sell
products based on .ppt files with embedded Flash activities. A lot of schools
are moving (or have moved) to OpenOffice and our products no longer work for
them. Is it possible that this functionality could be added?

I was able to reproduce the bug on OOo-dev 3.4.0 DEV300m106 (Build:9582) on Windows 7 64-bit. 
How to Reproduce:
   Using Microsoft PowerPoint, create an empty presentation and embed an empty shock wave flash object (.swf file)  into an empty slide.

   Open OOo-dev Impress

   Using the Presentation Wizard, select the “Open existing presentation” option

  Select the Presentation that was created earlier in Microsoft PowerPoint

  Impress will now crash, if on windows a dialog box will pop up stating that OOo-dev 3.4 has stopped working 

The same problem happens when opening the presentation without the presentation wizard. It will also happen when the shock wave flash object is not empty (it could be a movie or animation).
I can attach the PowerPoint presentation I used to reproduce the bug, along with the sample .swf movie file I used in the presentation if necessary.

AFAIK OOo needs a plugin installed, see
<http://www.oooforum.org/forum/viewtopic.phtml?t=79086> and others, but I failed to get that working. Does AOO play swf movies in .odp documents?

AFAIK no, see bug 121772

I doubt that there can be any progress without a fix for "Bug 121772 - Insert - Object - PlugIn fails with error message"
