To make use of the OO localization process for small extension projects (using
the OO build env) it is necessary to provide an appropriate tooling for
help.tree files.

It's possible for xhp files but not for *.tree files. At least it is not clear
for me how to use it. In helpcontent2 for example it seems that there is a
module local perl script used.

We would need something more reliable and well documented tooling for usage in
other projects as well.

you might refer to "ihi" and not to "ivo"
