Program takes 15-30 seconds for the splash screen to appear, and then another
15-20 seconds to start writer. Even more time is required for the particular
"paper".odt to open.

This has been improved in OOo 3.2.
This also depends on your system configuration. And Vista is a pretty slow OS.

This problem seems to be back in OO 3.3 pre2

OO 3.1 first time loading takes 5 sec. to splash, 16 sec. to load.
OO 3.1 subsequent loadings take 1 sec. to splash, 8 sec. to load.

OO 3.3 first time loading takes 15 sec. to splash, 18 sec. to load.
OO 3.3 subsequent loadings take 11 sec. to splash, 12 sec. to load.

I am running linux on 2000 MHz AMD Sempron 3000. Shouldn't be slow. The
differences from 3.1 are more than significant, and what should be focused on.

Should I start a new issue? because this is very similar...
