I start by inserting a picture. Then I right click on the picture and choose
"Position and Size." The dialogue box pops up but transparent. If I move the box
around it captures a copy of the picture in the box. I am able to make the
dialogue box show up though when I hit the Windows Application Key.

Sorry, not reproducible with Windows 7 and version 3.2. does this happen every time?

Yes it happens every time. I use an HP Notebook, Windows Vista 64-bit, if that 
matters.

Luckily I figured out that the "Windows Application Key" will force it to show up, 
so at least I can still use it.

This Issue requires more information ('needmoreinfo'), but has not been updated
within the last year. Please provide feedback as requested and re-test with the the latest version of OpenOffice - the problem(s) may already be addressed.

Please report back the outcome of your testing, so this Issue may be closed or
progressed as necessary - otherwise the issue may be Resolved as Invalid in the
future.
