The expression 'Horizontal Ruler' in menu 'Insert'  isn't correct as this allows you to insert different lines.

The correct term should be 'Horizontal Line...'

The German UI has also the false wording. Is corrected in Pootle.

Effect already reproducible  with server installation of  " AOO 4.0.0-Dev  – English UI / German locale [AOO400m1(Build:9700) - Rev. 1457992 - Rev.1457606]" on German WIN7 Home Premium (64bit)", own separate user profile. But I am not sure whether this is a bug, to me it seems to be an intended to distinguish these special "Horizontal Ruler lines" from other (graphic) lines. But also see "Bug 65673 - [Pt-Br] "Régua Horizontal" should be renamed to "Linha Horizontal""
But also see "Bug 98473 - Online help about "Insert horizontal rule": Incorrect wording"

And indeed we have several problems, we will have to discuss any of them.

English UI
----------
Consistent in 3.1.1, Menu Item "Horizontal Ruler ..." has help texts with "Horizontal Ruler" Headings. Menu Item already in OOo 1.1.5 had this name, but Help heading you reach from Insert Horizontal Ruler-Dialog was "Insert Horizontal Line " in 1.1.5
In 3.1.1 I reach Help "Insert Horizontal Ruler" and a related topic "Inserting a Horizontal Line " for the same is linked at the bottom of the Help page, IMHO not a good solution.
Starting with OOo 3.3.0, for menu item  'Insert -> Horizontal Ruler ...' Help heading now is "Horizontal Rule" under Heading "Insert", and link in sub heading "Horizontal Rule" leads to "Insert Horizontal Rule"
This still is the same with current AOO410m1(Build:9750)  -  Rev. 1523968

German UI
---------
OOo 2.0.2: menu item "Horizontale Linie einfügen" leads to Help "Horizontales Lineal einfügen", I think that's wrong, and in various Help texts we have some hodgepodge with "Lineal" and "Linie"

AOO 3.4.0 is consistent, everywhere "Horizontale Linie"
AOO 3.4.1 as 3.4.0

AOO 4.0.1 messed up, now menu item "Horizontale Linie" has changed to "Horizontale Lineal". Lineal is wrong in German, and even if "Lineal" would be correct, wording should have to be "Horizontales Lineal". Help still is ok with "Horizontale Linie einfügen"
AOO400m3(Build:9702)  -  Rev. 1513120 Rev.1513120: Still the same.

From time to time I see similar mess with 1 English word needs different German words in different environment 8or vice versa). 

What's to do
------------
1) decision concerning English wording. My English skills are not sufficient.
2) Cleanup in translations.

These kind of lines are definitely no ruler, as ruler has always to do with measuring.

The typesetting term is "rule". A horizontal ruler is a dead king.

Insert > Horizontal line, or even "horizontal border", would be more accurate and more widely understood.

Confirmed. jolatt and Joe Smith make valid points, it would be better described as a line.

German UI and Help completely changed in Pootle.

Same should be done in the English UI and Help.

In Comment 9 the first entry under UI must not be considered in this issue.
It's in fact a ruler not a line.
