When using a screen reader, (Jaws or NVDA can be used), the alt texts are not being reported when encountered.
In the older IBM Lotus Symphony, the alt texts are reported when encountered.
Using The dev Openoffice, just the graphic is reported, but not its text.
You can text using the following document, and making a comparison using Symphony and OpenOffice to confirm this.

Can not confirm this issue.

Rather, it is a Writer filter issue in that the alternate text available with the MS DOC/DOCX formatting is not parsed and assigned to the Picture --> Options --> Alternative (Text Only) of the ODF formats. This is bug 116170 which is an import filter issue.

Regards handling in IAccessible2, with text that is entered as the alternative text for a image in an open Apache OpenOffice Writer session, that text is rendered correctly by IAccessible2 --> IAccessibleIMageElement graphic role and that the alternate text is correctly assigned to the MSAA accName. It is exposed to Assistive Technology tools.

Setting this resolved as duplicate of issue 116170 which I am adjusting to reflect its accessibility impact.
