The Elements window (FKA Selection window) decreases its Y position by ~20 pixels each time a category button is clicked (see help quote, below). As a result, the Elements window raises higher and higher, and conveys a sense of a non-stable interface.

From Math help: "The selection window is divided into two parts. Clicking a symbol at the top of the window displays its subordinate symbols in the lower half of the window."

Reproduced on the same build as you mentioned, for Mac. 
Issue doesn't appear in 4.0.1 (Mac, nor Windows).

Also NOT reproducible with "AOO 4.1.0 Release – German UI / German locale [AOO410m18(Build:9764)  -   Rev. 1589052 2014-04-22 11:43:54]" on German WIN7 Home Premium (64bit)", “historic” 4. User Profile used for all predecessor versions. 

MAC only?
Related to some settings?

It is Mac only (found another issue) but I can't reproduce it on 10.8.2.
