Apache OpenOffice views objects on the Controls layer always in front of all other objects. But there exist no such special property of a layer in ODF1.2. In contrast ODF1.2 says in 10.2.2 <draw:layer-set> in part 1,
"Layers group drawing objects. Assigning a shape to a layer does not change its rendering order as defined by its draw:z-index attribute. 19.231"

So if the rendering order is given by draw:z-index attributes, Apache OpenOffice should not overrule it.

The problem occurs if a foreign document uses the draw:z-index attribute. AOO itself does not use it, but writes the objects to file in the desired rendering order.
