OO v4.1.2-dev can't install

OO v 4.1.1 installs, removes, reinstalls easily. Version 4.1.2 from https://dist.apache.org/repos/dist/dev/openoffice/4.1.2-rc1-r1705606/binaries/en-US/Apache_OpenOffice_4.1.2_Win_x86_install_en-US.exe aborts with msgs that I lack access. Today's example "Error 1304. Error writing to file cli_oootypes.cll. Verify that you have access to that directory." Memory says different msgs on prior two tries. This is as regular user or Admin. OS is Windows 10 Pro 64bit, two months old on new PC. I am hoping 4.1.2 will fix issues I have long had with OO -- mostly replicating MS Office poor choices. (WPSOffice is better on some points, but has gone from free to nearly $90 per PC.)
Bug report is for 4.1.2-RC1. Please retry with 4.1.2-RC2, which will be available at https://dist.apache.org/repos/dist/dev/openoffice/ shortly (within a few hours). There aren't major changes in this respect between 4.1.2-RC1 and 4.1.2-RC2, but we are now moving all testing to 4.1.2-RC2 so if you could retry/confirm with that one it would be great.
Changed Windows version to 10 to help troubleshoot.

If there are longstanding issues, it may be worthwhile to see if there are existing defect reports on those issues and create new ones otherwise.

This was on Windows 10 Pro and atop an existing 4.1.1 configuration. This was in a VM, itself running on a Windows 10 system, so there was no upgrade from an older version of Windows. My account was the standard first Microsoft account (@msn.com email address) that sets up when a Windows 10 clean install is done. I let the installer create an install folder on my desktop. I saw VC 2008 library installation happen. I took the "typical" install option and accepted all other recommendations. It looks like we need to know more information about don's Windows 10 system setup,
