Scenario: A document that contaion varios chapters with heading. Open Navigator
and switch to "Content View". Now one can DnD heading to resort them.
If one will a modifier key, such as CTRL (copy instead of move) or CTRL+SHIFT
(create link) the cursor will reflect this (a little + or arrow) but the
heading/chapter is still moved instead!
Solution: Allow real copying (modifier key CTRL) and disable "crate link" (makes
no sense IMO).

Implementing copies doesn't make any sense to me (an is not a UI issue
either). 

The only sensible solution is to disable link and copy.

just a comment: create links is for dragging the heading /into the
document/ to create a reference IMHO, so this should not be removed...

It's about DnD _inside_ of the navigator. And here it really doesn't
make sense to support copying and linking.
