Now that issue 21232 has layed the basis for pluggable toolkits inside the
office process space a gtk implementation is needed

fixed in CWS vcl17 - undoubtedly there are still rough edges which will need to
be addressed in followup issues.

pl->us: please verify in CWS vcl17.
known issues:
- introbitmap does not show properly (-> issue 24633)
- OfficeBean functionality completely untested.

Any further issues please as followup to be fixed in the next 680 CWS unless
they actually break something completely (on my machine at least the smoketest
runs without problems); we need to merge the gtk plugin back into main since
other work depends on that (mainly SSA's, Dan's and Jan's native look work).

Enhancement VERIFIED despite the follow-ups. As agreed the gtk-plugin will not
be activated in the master until follow-ups are solved. 
Enable the gtk-plugin though with the environment variable SAL_USE_VCLPLUGIN=gtk.

Re-verified in master workspace src680_m41.8785. Feature is enabled.
