Q-PCD: Vertical Table Adjustment w/ Mouse

To ease resizing of cells (row/columns) the user should be able to adjust row heights in Writer table with the mouse the same way he/she is used to do it with column widths. This feature is specially in need for vertical writing where a table row actually becomes a row (which currently is not adjustable by< mouse). MIB: I Think the responsibility for this task should move to OS.

MRU->OS: three things, that should have been done before the CWS becomes integrated: a) at the bottom page border row height adjustment shouldn't be offered when a table row breaks onto another page. The row does not end there and the process leads to a Loop. b) row height adjustment does not work when the cursor is not placed in a table though the cursor suggest, this would be possible. c) The "adjust table column/row" tip help pops up correctly, but when moving the mouse pointer away, the Tip help shortly disappears and then re-appears. Don't know if this is a problem for os27, because "Notes" show a similar problem.
Reassigned to OS.
a) is fixed b) the ruler and the document positions that make the movement do not work on the same pixels. This cannot be changed at reasonable costs. c) the help tip is always kept until it's either exchanged or a timeout is reached. Otherwise it would be harder to read
Checked fix in new build of CWS os27.
