Implement 'atend' EPSI comment for bbox detection

This is the remainder of #i9357#. Excerpt from SJ: I fixed the problem that our eps import was only detecting eps files having a BoundingBox statement within the first 4096 bytes. The reason that the attachment can't be loaded anyway is that our BoundingBox parsing is not evaluating the "(atend)" statement, with the result that is does not search for a second BoundingBox.
Changed target. Due to limited resources, I probably won't be able to implement this in the 2.0er time frame.
This bug is still present in oo 2.4.1. It badly tarnishes the reputation of OpenOffice. "If it can't even import common EPS images generated by other software, it must be pretty useless...", that's the feeling this bug leaves you with anyway.
I concur with drewparsons comment.
Bug is still present in OOo 3.1.0.
