I found the link on the udk front page under
 Interesting modules outside the UNO Development Kit Project.
The link to sal points to the URL
http://udk.openoffice.org/cpp/ref/sal/index.html
Verified under konqueror and mozilla (today so it's not my browser cache)

I wonder what happend here. When I got this bug, it was about a dead link to
http://api.openoffice.org/tutorial.pdf. After I marked it as a duplicate, the
description changed?!? It's a completely different bug now. Either I need
vacation (looooong vacation) or something is awry here...

As mentioned on the qa dev list on March 5th I will close all resolved
<wontfix/duplicate/worksforme/invalid> issues. Please see this posting for
details. First step in IssueZilla is unfortunately to set them to verified.
