if i use ctrl-alt-up and ctrl-alt-down to move one or more paragraphs, they cannot
be moved past a table. it seems that tables block the paragraph motion.

to reproduce, create a few paragraphs, insert a table, and insert a few more
paragraphs. then try to move any one of the paragraphs to the other side of the
table using the ctrl-alt-up and ctrl-alt-down shortcuts.

MRU->ES: Defect or Enhancement? I do not know if this has been designed also for
moving a paragraph past a table.

It's a concept problem (thus enhancement). The same happens if you have a - even
if not protected - section in the document.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
