Create a CollabNet release checklist, that will contain all the duties
that need to be performed on our end once the files have been uploaded
into anoncvs.

Stefan:  good idea.  I will revise this document to reflect the tasks I do on

I"m going to resoved it as "wontfix", since the behavior is going to remain 
unchanged and while a bit confusing, i don't think it's worth assigning 
resources to fix (since nothing is really "broken")

the exchage above is confusing. So, whose issue is this, 
anyway?
It's assigned to me, but it seems more logical that Jeff Love or 
somebody who was spearheading the migration write this. 

Thus: since the upgrade already occurred, it makes more sense 
to 1, resolve this issue; and 2, create a new one, assigned to jeff 
love, to make a worksheet of things that need to be done, post 
migration.
