Bullet numbering problem

The attached file has a bulleted list that insists on starting at 5. It was made by typing an unbulleted list numbered 1 to 4 which suffered ugly formatting. It was initially bulleted (with the numbering in the text) but the exdenting had to be applied manually, and only affected the bullet symbol. The embedded 1 to 4 were then deleted, and the bulletting format chanded from default to 1. style. At this point it started the numbering at 5, and this is so persistent that the file can be saved and reloaded. There are two problems (but probably one issue) - why did the file get made like it is, and why can;t it be edited to start the bulletting count at 1.

oops... Apologies - somehow Bugzilla got me to this issue when I was trying to attach a screenshot to 34896. This and attachment (id=19514) are noise. Sorry everybody. Can somebody undo it or is it now part of history?
The numbering depends on all paragraphs in the textbox (also the paragraphs without a numbering) I think this is a enhancement and not a bug.
I change the issue type to enhancement.
Still with me in OOo V2.0.2 on Debian Linux. If we accept this behaviour, I suggest we make 'bulletted' a property of the whole text box, and apply bullets as well as the numbering sequence explicitly to every paragraph in the box. That would expose the feature deficiency, make the workarounds unnecessary, and make the behaviour predictable. This issue should probably be linked to 38000 and 25244. All three can be circumvented by the same interim strategy until a fix is possible. For what it's worth, I would vote to fix it properly by making all the writer tool(s) work on text boxes, even including the importing of data fields. But I'm a user - and I do know it's easier to ask than to deliver.
