layout loop introduced by fix for issue 36347 in cws swqbugfixes09.

steps to reproduce:
- create new Writer document
- adjust page size to 10cm x 10cm
- insert frame
- insert dummy text into the frame (type 'dt' and hit F3-key)
--> layout loop
