Some Linux installations don't install "patch", even if you choose the 
development option at install, and others - like Mandrake 7.2 "complete" from 
McMillan Publishing don't even include it on any of the CDs.  Configure 
appropriately complains if flex or bison is missing, but does not check for the 
prescence of the "patch" utility.

I checked in changes to config_office/configure.in to test for existence of
patch program (revision 1.26) and in branch OO619B (revision 1.22.2.2).
