OS: Linux 2.4.17, Glibc 2.2.3, WindowMaker, GNOME & KDE Libraries installed
XFree 4.2.0
Keyboard Latin-1 working perfectly under X and in console

In all applications, we cannot use the key of the keyboard which can produce the
ô and the ö.
I reproduced this problem in OpenCalc, in OpenWrite (word processor), in formula
entry, in OpenDraw,and in the presentation processor.
It may be a typicaly french problem but still a problem.

Resolved problem
have to write 
export LANG=fr_FR\@euro
in /etc/profile
