It would be nice if there was an easy-to-use GUI way to increase-decrease levels
in lists. For example let's say I have the following:

1. Sometext
2. Some more text
   1. Sublevel
   2. Another item on the sublevel
      1. this is an item at sub-sublevel
      2. one more sub-sublevel item

And I want to add another top (or even sublevel) item to get the folowing:
1. Sometext
2. Some more text
   1. Sublevel
   2. Another item on the sublevel
      1. this is an item at sub-sublevel
      2. one more sub-sublevel item
3. The third top-level item

Presently, it doesn't look like it is easily accomplishable - or indeed,
accomplishable at all without starting a new list... 8-(

To cut is short: Use "Tools-Outline Numbering-...." and get familiar with this.
The described problem shows that the outline-/chapter numbering feature is not 
that intuitive to find. The most intuitive way to do so is to use the bullet- or 
numbering buttons in the object bar.
This is misleading, because these are NOT dedicated to apply "complicated" (not 
really...) numberings, more to get a short, numbered list within a paragraph 
that will NEVER be affected if this paragraph is moved to another chapter of 
whatever level in the document.
Since this is NOT the first time this problem occurs, this must be a task "How 
to get the user to know how to do it right. "RTFM" should not be an excuse for 
people who fail on their "intuitive" way. 
I have no quick solution for the problem how to teach a user who is new to our 
office to handle features like this one. Therefore I strongly advocate an ease 
of use in this point. A more "aggressive" help agent? - But surely not the 
animated paper clip that MS Office uses. "Something" in between maybe? Or 
something completely different?

I'm afraid this is not exactly what I am looking for - while outline format
definately is a wonderfull thing, and allows one to 'on the fly' reformat the
looks of the bullets, there still doesn't seem to be  way top decrease the
nesting level of a list item - you can easily increase the level (just press tab
while building a list) I still cannot find the reverse 8-(

What about Shift Tab? Doesn't it work?

And I don't understand the problem with the numbering 
but I am only a developer ;-)

In OpenOffice we have 3 types of paragraph numbering:
1. Outline numbering - this is avaiable under "Tools/Outline numbering". This
   type is normally used for outline the document and is defaulted to 
   the "Headline Paragraph Styles".
   With this type you structure your document. 
2. Paragraph numbering Style - this is avaiable in the Stylist (click to the
   fifth button in the top of it). These numbering styles normally used 
   for numbering in the complete document which may look always the same 
   and any changes apply to all numbered paragraphs.    
3. "Automatic" Paragraph numbering - this is avaiable in the toolbar with the
   two buttons. This is normally used for short numbered lists. And
   every time you click on the button, a new type is created and set to 
   the paragraph.

I hope this helps a little bit and clarify how OpenOffice handle the paragraph
numbering. And I think the most problem is, that not all users know, that there
exist "Numbering Styles", like the "Character-" or "Paragraph-Styles" - 
that's new and other than in other Products.

Using shift tab is absolutely brilliant 8-)

Except - neither me, Armin nor a couple of other people could figure it out, so
I guess it's kind of usability/interface problem. I think it would be nice if
somebody collected the information from this issue and did a short writeup that
went to the sw.openoffice.org web page. 

I changed the status of the issue to resolved - there is no 'proceeed to docs'
