Having to adjust to different shortcuts when going from one program
to another, is certain to annoy many users and slow them down. Presently,
everyone has to hope the designers will happen to choose their favorites.
This could be the solution:

 The idea, is to have a few popular sets of shortcuts which can be selected
based on popular programs. So, they might select between imitations of:
OOO, MSWord, vi, and so on.
 The sets should apply to the buttons on all the standard dialogs too ("Find
& Replace" for example). Some caption renaming might also be involved,
shortcuts rely on ampersands preceding letters in them.

The Issue you raised is currently assigned to 'Requirements' pending review, but
has not been updated within the last 3 years. Please consider re-testing with
one of the latest versions of OOo, as the problem(s) may have already been
addressed. Either use the recent stable version:
