I am able to confirm this issue. 

As this relates to the Web site, 
reassigning to louis 
(who is currently on vacation, BTW) 
for ownership.

http://api.openoffice.org/ref-man.tar.gz is complete. The CVS repository is
broken, thus I cannot commit new versions. See #388.
