Steps to Reproduce:
1. Insert a picture into an OO Document
2. Double click the picture, or, select the picture and open the format Picture
Dialog
3. check the 'Keep Aspect' checkbox in the Type Tab of the Dialog
4. close the dialog
5. resize the picture by dragging any of the drag handles on the picture border
6. The picture does not maintain it's original aspect ratio as expected.
Verified that this functionality is broken with the following file types: jpeg,
bmp, xpm, png

Uh, seems to be in every application. Don't know if you are you the one to
handle it?

The 'keep ratio' checkbox is a dialog feature that changing width or height in
the dialog also changes the other setting. It never worked like the protect
position and size options in the same dialog as they are for interactive changes
outside the dialog.

So this is not broken as it still works as designed. Although a way to protect
the aspect ratio of images could be a nice feature for the future.

Confirming...  cl is correct. 
 
On a hunch, I went back into OOWriter and played with it for a bit, and guess 
what? I found the functionality that I was looking for all along. 
 
Turns out that if you hold down the Shift key (on Linux, anyways) when 
resizing the picture with the drag handles you get the 'maintain aspect ratio' 
behavior that I had expected to find by checking the 'Keep Ratio' checkbox. 
 
The design choices for the UI in the dialog are unfortunate and 
counter-intuitive, IMO. 
 
The functionality controlled by the current 'Keep Ratio' checkbox is similar 
to that in the 'scale image' dialog of gimp, but gimp uses the ubiquitous 
'chain' button UI mechanism. 
 
Perhaps this defect should be closed and another opened for a UI change 
request, what do you think?

Changing this one to an enhancement.
The dialog should get a redesign concerning what's happening when you set the
"keep aspect" checkmark.

Last comments on this issue indicate that this was resolved to become an 
enhancement request and not a defect. The issue type has remained as "defect" 
for quite some time, however. What gives?

one of the latest versions of OOo, as the problem(s) may have already been
