insert picture, select it; in picture toolbar first icon has incorrect tooltip - 
it says "from file", but instead opens picture properties.
applies to writer and calc, there is no such button in impress/draw.

First button bound to .uno:InsertGraphic command on Picture toolbar for Writer.
When no graphic object selected, the button is works as inserting picture 
from file. But When some graphic object is selected, it opens the format dialog 
for the picture.

In Writer, when a graphic is selected,
the .uno:InsertGraphic command on the Picture toolbar:

- it opens the "Picture" dialog
  (old OpenOffice behaviour, up to 4.0.1)
- it invokes the "Insert picture" dialog
  (new OpenOffice behaviour, 4.1.0 and later)

Cf. the attached .gif recording.

I presume the new behaviour was introduced as part of the solution
for Issue 123922
("Insert - Picture - From file does not replace the selected picture").


Issue obsolete, can be closed.
