there are a few cases when cursors that are used for effects are shown - when 
there is no object selected to operate with.

i think, something similar was reported, but after some searching in issuezilla 
i could not find anything related, so i'll try to list all cases i found here.
thanks to andrew z for pointing out first two of these :)

1. open a new drawing document. click on 'rotate' in 'effects toolbar' rotating 
center cursor appears at upper left corner and can be moved around (disappers 
when mouse button is released).

2. insert some object, select it, click on 'rotate', deselect object, clik on 
rotate again - cursor is displayed in upper left corner. this seems very similar 
to first case, but if you delete the object, clicking on 'rotate' does not 
produce cursor anymore.

3. insert some object, select it, select any effect. press ctrl+z. object is 
removed, but all visual guides (circles, lines) remain visible and can be moved 
around (disappers upon mouse button release)

ok, i also found out how to do most of things with other effects (to get other 
guides)

i undocked effects toolbar for all my cases. if i leave it as a single button, 
last effect used is available through this button, so i can also get guides for 
other effects on an empty page.

essentially, 'effects' button should be simply disabled if no object is 
selected.

expanding on case 3. :

insert drawing object. enable rotation. press ctrl+z.
in draw rotation cursor can be dragged once, then it disappears;
in calc it can be dragged many times;
in writer it just stays there and can not be dragged at all.

that is, effects vary from component to component.

expanding on case 1. :
if i have an object in the document and manage to get the cursor at upper left 
corner by clicking on rotation button without an object selected and afterwards 
select the object, it is rotated around upper left corner where rotational 
cursor ir positioned.

Reset assigne to the default "issues@openoffice.apache.org".
