create a new document. insert the smiling face.
choose any one effect that requires converting to curve (for example, set in 
circle). click on yes.
now gradient button in effects toolbar is enabled, even though the object does 
not have a gradient. additionally, mouse cursor changes to hand icon when over 
handles, thus giving false impression that somehow object can be manipulated in 
this mode.

True for the gradient button. Reproducible. I think it is a custom shape problem?
But the changing cursor is correct : with it you can do why you started the "set
in circle " effect. Try to drag one of the handles and you'll see whats possible.

umm, doesn't work for me that way.
if i enable set in circle or set to circle, cursor changes to "scrolly" line and 
dragging handle starts the effect.

if i enable this unfunctional gradient, cursor is a hand with a pointing finger. 
if i click in the handle and drag, it acts as if i am moving the cursor without 
holding the button - cursor icon changes upon all objects as it is supposed 
(when an effect is used, cursor icon is kept for whole 'dragging' session.) and 
object is not changed (yep, i tried dragging also further away, across the image 
etc)
