Outline numbers of master document saved in HTML incorrect on inserted file pages

I created a Master Document and inserted a couple of files. The inserted files used the "Heading 1" paragraph format for their "chapter" titles. In the master document, I enabled "Outline Numbering". The "chapters" now correctly show the numbering. I then chose File|Send|Create HTML Document and saved the whole thing in a subdirectory. The page created for the master document has two links to the pages created for the inserted files. The text of these links is numbered correctly. However, if you look at the pages created for the inserted files, the second page does not have the correct Heading paragraph number. That is, the second page has "I" as the paragraph number, not "II" as it should be.
