Bad links in table of contents if chapter numbering starts with <> 1

If outline numbering is activated and counting starts with 0, some links in the table of contents do not work. To demonstrate this, I chose '1, 2, 3' for 'Number' in the dialog 'Tools->Outline Numbering' and set the 'Start at' value to '0'. In the attached demo file, links 1-3 work whereas link 4 in the table of contents points to nowhere.

Latin numbers have the same problem if start number is <> 1 Alphanumeric numbering causes similar problems, pls. see attached 'testfile_alphanumber.odt'

When a document with links in its TOC is exported with the macro ExtendedPDF to a pdf-File, the links in the PDF-file will work.I'll attach an example with the original sxw-file (where the links do not work) and the PDF-file (where the links work).

There seem to exist more reasons for broken hyperlinks in a TOC. When the outline-numbering isn't complete and one of the levels does not have a paragraph style attached, the links in the TOC do not work.
I found another reason: the links are also broken when the TOC includes 2 sorts of entries: those from the outline numbering and manually set entries (insert/index/entries/Table of Contents). I'll attach a file to demonstrate
