a "time cvs log file" give me 30 - 120 sec waiting time (e.g. 0.020u 0.010s
1:03.32 0.0%      0+0k 0+0io 204pf+0w").

This is the case since 11am CEST ( 2am PST ) and last now for over 2 hours.

"cvs log" on anoncvs last 1 - 2 seconds, that's much faster !!

but you're right, now (2.45pm CEST, 5.45 PST) times are satisfying again.

I do not see anything apparent in the monitoring of the server to
correlate with slow cvs access. 
Will keep this issue open in case this occurs again or to see if there
is a pattern.

1-2 seconds for me, too, using ssh2-tunnal to OOo. Just in case
anybody still cares.

This issue seems not to have resurfaced in a few weeks and we have
migrated as well since it was entered. Closing for now. If it happens
again, please reopen the issue and assign to support.
