- install OOo 2.1
- start OOo with running quickstarter
- install OOo 2.2rc
- quickstarter keeps running and causes an message (soffice process is in use)
while installing
- expected: quickstarter should be stopped to have an installation without messages
- this works fine on XP

set target OOo 3.0 as 2.4 code freeze date is over now

Sorry, no time left to integrate the fix into 3.0 code line. Last CWS
integration deadline has passed already. => 3.1

Unfortunately we missed the 3.1 code freeze deadline. Bug is fixed, but
respective CWS is not approved by QA. Really don't like this, but need to 
retarget the task to 3.2. Sorry.

cd: I have too much issues to fix all of them for OOo 3.2.  Due to missing time
this issue must be moved to the next release OOo 3.3.
