Please try resizing object (horizontally or vertically) in attached file - you 
can't, object resizes keeping ratio. The same behavior is observed in 2.1 and 
2.3m211.

Can reproduce it with a new document on OOo2.2.
Insert a custom shape.
Rotate the custom shape. That's the point!
Draw another shape.
Group them.

The group will keep ratio.
