To reproduce this issue:
1. In the 'Page Setup' dialog, set a border to 0.00cm;
2. Press OK to close the dialog window, the press 'Yes' to the query window 'Do
you still want to apply these settings?';
3. Go back to the 'Page Setup' window (Format > Page...);
4. Notice that the changed border is correctly displayed in the preview;
5. Select the Landscape then Portrait orientation;
6. Note that the margin has been reset.

Another example: set the orientation to landscape and set the top margin to
0.20cm. Now, change the orientation to portrait and note that the margin has
been set to 0.30cm.

In my mind this is an enhancement and not a defect.
