Please enable traditional mongolian writing direction which is written from top to down and from left to right. Patch attached!

I already issued the traditional mongolian support in sw module. See: http://www.openoffice.org/issues/show_bug.cgi?id=91226
Is it possible to integrate it to SRC680 tree until 20 of July 2008?
I applied the patch in CWS mongolianlayout. It will take some time to review and perhaps improve the patch.

I forgot to mention: this patch seems to be applied in DEV300 already. Can you please confirm that everything is fine there?
I found out that the patch is a reverse patch. So I applied it as such.
Applying the patch gives a third option for text writing direction. Fixed in CWS mongolianlayout.
Verified in CWS mongolianlayout.
Adjusting issue target to 3.2 because CWS mongolianlayout was shifted to target OOo 3.2. Reopening issue as it needs re-verificcation after CWS re-build.
Applying this patch is postponed until the implementation of the feature (issue 91226) is sufficient to enable the new writing direction.
