I applied the patch in CWS mongolianlayout. It will take some time to review and
perhaps improve the patch.

I found out that the patch is a reverse patch. So I applied it as such.

Applying the patch gives a third option for text writing direction. Fixed in CWS
mongolianlayout.

Adjusting issue target to 3.2 because CWS mongolianlayout was shifted to target
OOo 3.2.
Reopening issue as it needs re-verificcation after CWS re-build.

Applying this patch is postponed until the implementation of the feature (issue
91226) is sufficient to enable the new writing direction.

We need your help in prioritizing which patches should be integrated into our next release, Apache OpenOffice 4.0.
