The attached file is an official spreadsheet distributed by the European 
Commission as template for the submission of tender offers. It contains a 
subset of cells password protected to avoid erroneous modification. The file 
fails to open, showing the error message "Read-error. This file is password-
protected"

Hi,

this Issue is a double to Issue 402.

Excel encrypts the file even if the password is used for cell protection.
