The attached XLS file (sorry about the size) is NOT passport protected.  Even
so, OO 1.1.2 claims that is passport protected and refuses to open it.

This document has Workbook Protection enabled. In Excel->Tools->Protection you
will see that 'unprotect workbook' is enabled - attemp to disable this and Excel
prompts you for a password. 

I will close this as a duplicate of issue 402
